Preheat oven to 350F.Lightly grease a large baking dish with extra olive oil.Arrange the peppers in the dish, cut sides up.In a large skillet heat 2 tablespoons of olive oil over medium heat.

Add the onion and carrots and cook for 2-3 minutes.

Add the garlic and cook for 30 seconds.

Add the beef and cook until no longer pink, breaking into crumbles.

Add the beef broth and tomato paste and cook until most of the liquid has reduced.

Add the cauliflower rice and cook for about 3-4 more minutes.Stir in chopped parsley.Season to taste with salt and black pepper.Generously stuff the peppers with the filling.Cover the dish with foil.

Bake for 35 minutes covered.Then remove the foil and bake for another 15-20 minutes or until peppers are soft and slightly golden brown.
